Honolulu currently faces the problem of dealing with an aging infrastructure. In particular, parts of our water and sewer lines are reaching the end of their useful life spans, with a bulk of our water and sewer mains well over 50 years old. Numerous water main and sewer main breaks in recent years make it clear that the system is in need of repairs and, without intervention, will likely suffer more breaks and failures.
Mayor Mufi Hannemann's administration, through their "Operation Fix," and the Honolulu Board of Water Supply began on the Kapiolani Water and Sewer System Improvements Project in late 2006. This project addresses the needs of our aging water and sewer systems, taking a proactive approach to improve our infrastructure. Taking care of these issues now will prevent costly repairs and further inconveniences in the future. The Mayor's administration recognizes this as an opportunity to improve and enhance our island's infrastructure, ensuring a safe and reliable water and sewer system for our future.

Traffic Advisory - Week of Dec. 1, 2008
To accommodate the increase in seasonal holiday traffic, work related to the Kapiolani Boulevard Water & Sewer Improvements Project will be temporarily suspended from Nov. 27 through Jan. 10, 2009. During the holiday shut down period, the morning and afternoon contraflow lanes on Kapiolani Boulevard will be reinstated on Nov. 28.
Please be advised of the following modifications and lane closures, observe all construction traffic signs, expect delays, use alternative routes when possible, and drive with caution.
Contraflow Modifications on Kapiolani Boulevard
- Morning contraflow lanes (Ewa Bound) will end immediately after the McCully Street intersection. Regular traffic lanes will continue Ewa of the intersection (there will be no contraflow from McCully Street into town).
- Afternoon contraflow lanes (Koko Head) will not be installed.
Temporary Lane Closures
- Kapiolani Boulevard between Kalakaua and Ward avenues
- Keeaumoku Street as it approaches Kapiolani Boulevard
- Kona Iki Street as it approaches Kapiolani Boulevard
- Piikoi Street as it approaches Kapiolani Boulevard
- Pensacola Street as it approaches Kapiolani Boulevard
- Kaheka Street as it approaches Kapiolani Boulevard
- Mahukona Street as it approaches Kapiolani Boulevard
- Atkinson Drive as it approaches Kapiolani Boulevard
- Kalakaua Avenue between Makaloa Street and the Ala Wai Canal Bridge
Hours of Construction:
- Construction crews will be working both day and night shifts:
Night crews: Sunday through Friday, 7 p.m. to 5 a.m.
Day crews: Monday through Saturday, 7 a.m. to 5:30 p.m.
- On Kalakaua Avenue, crews will be working 24-hours a day except Saturday nights and Sunday days.
